Henry Trost stands out as the most flagrant rule breaker within the El Mirador HOA subdivision. His home serves as the base for a business operation—a clear violation of Covenant Section 11.1 RESIDENTIAL USE—with none other than the HOA as his sole client. His lot has become a hub for discarded items, including trash, building materials, vehicle parts, and miscellaneous clutter. Additionally, he burns vegetation on the property, contravening Rules 11.2, 11.9, 11.11, and 11.12. Trost seems to have begun a project years ago that remains unfinished, thereby breaching Section 10.2.1. Notably, his front yard has been home to a conspicuous plastic bucket since 2008, accompanied by an aluminum ladder leaning against his house for almost twenty years.
After years of repeatedly violating numerous HOA rules while aligning himself with the corrupt practices of El Mirador's HOA Board, Henry Trost was officially installed as President in March 2025. Backed by DANA Properties and his close allies on the Board, Trost's rise to leadership solidified concerns about systemic favoritism and selective enforcement. His tenure continues to highlight a troubling pattern of targeting non-rule violations against Homeowner X while ignoring his own long-standing infractions, raising serious questions about accountability, integrity, and the Board's transparency.
The 2025 election, intended to be a fair contest, was anything but. None of the new Board members demonstrated the courage to enter the election as honest competitors. Instead, they allowed DANA Properties, led by owner Sheldon Wheeler and employee Sema Gonzalez, to manipulate the ballots and the election process, effectively eliminating any chance of fairness or genuine competition. This manipulation appears to serve DANA Properties' interests, enabling them to profit from the Association while providing little to no benefit to the community. Furthermore, the Board members seem to rely on DANA Properties to act as enforcers, bullying Homeowner X in exchange for securing the Association's contract. Such behavior raises serious concerns about transparency and accountability, making it increasingly difficult to trust the integrity of the leadership. The current Board consists of individuals who repeatedly prioritize their own interests over the well-being of the community. Their past actions include disregarding straightforward information requests from the Association and enforcing rules selectively to serve their own agenda.
Design Guideline § 2.1.2 of the El Mirador HOA's Design Review Guidelines specifies parking restrictions, while additional provisions in the Design Guidelines and the Declaration of Covenants, Conditions, and Restrictions (CC&Rs) address vehicle storage and permissible lot usage. Despite these explicit standards, Henry Trost, the current HOA president, has spent decades blatantly violating these rules without facing enforcement. This hypocrisy is particularly egregious given the HOA's track record of rigorously enforcing parking and storage regulations against other homeowners. The selective application of these rules, which shields Trost from accountability, raises serious concerns about equity, fairness, and the integrity of the HOA's leadership.
Trost's prolific violations of parking and storage rules starkly contradict the HOA's stated commitment to maintaining community standards. His ability to evade enforcement, while other homeowners are penalized for minor infractions, highlights a troubling imbalance in rule application. This double standard leaves homeowners questioning whether the Association genuinely serves the community or merely protects individuals like Trost who disregard the guidelines with impunity.
Adding to the irony, Henry Trost has been elevated to the position of HOA president, despite being the most prolific rules violator in the subdivision. His long history of non-compliance, including improper vehicle storage, neglected landscaping, and persistent debris accumulation, underscores the hypocrisy of his leadership. By prioritizing self-interest and selective enforcement, the HOA Board has undermined its credibility and fostered widespread frustration among homeowners. This lack of transparency and accountability continues to erode trust in the Association's ability to uphold its own standards.
