HOA Karen Judi Pierce and her husband, David—an El Paso /Las Cruces attorney—have been accused of leading a years-long campaign of harassment & oppression against their neighbor in the El Mirador HOA subdivision of Santa Teresa, New Mexico. Additionally, it is alleged that they act as surrogates for the HOA, coordinating efforts through Henry Trost, El Mirador HOA Design Review Committee Chair & Board member, Richard Doyle, HOA President and David Chavez, Jr., HOA Treasurer.

While Judi's intentions remain unclear, multiple homeowners—and even some guests—have reported that she claimed her in-laws had purchased or would purchase the property located at 233 Avenida Mirador. The homeowner contends that Pierce, possibly in collusion with Trost, Chavez and Doyle, may have originally aimed to force a move—but now acts out of sheer spite & vindictiveness.

What remains indisputably clear is that the Pierces’ behavior is unwarranted & inappropriate. If Judith has a legitimate reason for her actions, she has made no attempt to communicate it, opting instead for hostility & relentless aggression.


WHISPER CAMPAIGN

The homeowner targeted by Pierce believes she has engaged in extensive rumor-mongering, carrying out a whisper campaign among certain Association members. Anyone with firsthand knowledge of this alleged effort is encouraged to contact us via email or phone.

The purported whisper campaign appears aimed at defaming the homeowner & fostering ill will among the Association. It is further alleged that Pierce sought to convince other homeowners to file complaints with El Mirador HOA against her neighbor—leveraging others to make her accusations seem valid while avoiding direct involvement.

SURROGATE FOR EL MIRADOR HOA

The assertion that the Pierces act as surrogates for El Mirador HOA involves, among other concerns, privileged Association information allegedly provided to them through an intermediary, Henry Trost. The homeowner insists that over the past several years, Trost has supplied the Pierces with copies of Association documents—including correspondence between the homeowner and the HOA—pertaining to legal matters involving the homeowner. This demonstrates a coordinated effort between the Pierces and HOA leadership to create a hostile environment against the homeowner.

For example, on January 28, 2021, the homeowner alleges that Trost personally delivered to Judith Pierce a letter the homeowner had sent to HOA President Richard Doyle via certified mail just days prior.

All HOA Board and Committee members have a fiduciary duty to safeguard members' confidential information. In this case, regarding this specific homeowner, that duty appears to have been breached by at least the President and the Design Review Committee Chair—and possibly the Secretary/Treasurer—who knowingly and deliberately shared private communications with hostile third parties, David and Judith Pierce.

In one troubling incident, the homeowner alleges that Judi Pierce, acting as a surrogate for HOA leadership, prepared to file a "complaint" with the HOA against the homeowner’s exterior lighting. Previously, the homeowner had sought approval for lighting installation but was denied by Timothy Hinker and Henry Trost, who falsely claimed that newly adopted lighting rules excluded his request. When confronted, Hinker and Trost later denied ever stating that new rules had been enacted—but the homeowner had recorded the meeting and holds evidence proving otherwise.

The homeowner contends that the Association intentionally sought to prevent him from installing exterior lighting and that Pierce’s involvement would allow the HOA to impose fines under the guise of an anonymous “neighbor complaint.” According to the homeowner, this situation was deliberately orchestrated between Association leadership and the Pierces. In addition to photographic, video, and audio evidence gathered, the homeowner is confident that telephone records and likely email communications exist that further substantiate collusion between these parties.
